Heat some oil in a pan. Sauté the onions and garlic till translucent. Add mince mutton and some salt. Mix it well.
Put spices in it including the spice powders, oregano and chilli flakes. Cook for a couple of minutes.
Add tomato puree and water and cook for another five minutes on low heat. You can adjust the seasoning and finish with some shredded basil. Remove it and keep it aside.
